À l’approche de l’échéance du 7 février 2026, date prévue pour la fin du mandat du Conseil présidentiel de transition (CPT), le Réseau Haïtien des Journalistes Anti-Corruption (RHAJAC) met en garde contre toute tentative de prolonger le provisoire. Dans une note rendue publique ce 17 janvier 2026, l’organisation estime qu’une quatrième transition constituerait une rupture grave avec les principes démocratiques et une menace supplémentaire pour l’État haïtien.
Pour le RHAJAC, le pays se trouve à un carrefour décisif. Continuer à gouverner par des mécanismes exceptionnels reviendrait à installer durablement l’incertitude comme mode de gestion publique.
Une fatigue nationale face aux solutions temporaires
Selon le réseau, les transitions successives ont fini par lasser une population déjà éprouvée par l’insécurité, la précarité et la défaillance des institutions. Le RHAJAC considère qu’il n’existe aujourd’hui aucun fondement crédible — ni sur le plan politique, ni sur le plan moral — pour justifier l’imposition d’une nouvelle transition, quelle que soit sa forme.
La note insiste sur un point : changer l’étiquette ou le format d’un pouvoir transitoire ne change pas sa nature. Revenir aux mêmes acteurs et aux mêmes méthodes ne ferait qu’entretenir un cycle d’échecs connus.

Pour le réseau de journalistes, cette démarche relève d’un impératif de gouvernance et non d’une manœuvre politique. Il s’agit, selon lui, de restaurer un minimum de rigueur et de crédibilité dans l’action publique, sans ouvrir un nouveau chapitre de transition.
Des transitions qui nourrissent la corruption
Le RHAJAC établit un lien direct entre la répétition des transitions et l’expansion de pratiques corruptives. Chaque période transitoire, explique-t-il, crée des zones grises favorables aux réseaux d’intérêts, affaiblit les mécanismes de contrôle et retarde la mise en place d’institutions stables.
À force de durer, ces phases exceptionnelles finissent par étouffer l’État et par désorienter la société. Pour l’organisation, persister dans cette logique serait une erreur aux conséquences lourdes pour l’avenir démocratique du pays.
Deux urgences pour 2026
La note du RHAJAC identifie clairement les priorités devant guider l’action publique en 2026. D’une part, le rétablissement concret de la sécurité, condition indispensable à toute stabilité politique. D’autre part, la préparation et la tenue d’élections ouvertes, transparentes et inclusives, permettant une réelle expression du suffrage populaire.
Ces objectifs sont présentés comme indissociables et ne sauraient être relégués au second plan au profit d’arrangements politiques.

Le réseau adresse un message sans équivoque aux dirigeants appelés à gérer le pays après le départ du CPT. La date du 7 février 2027 est posée comme un jalon incontournable : à cette échéance, Haïti doit être dirigée par un président issu des urnes.
Aucun report ne sera acceptable. Aucun compromis politique ne pourra servir de justification. Aucun argument sécuritaire ne devra être invoqué pour différer l’exercice du droit de vote.
