Bakou/Moscou/Kyiv — La neutralité fragile du Caucase est mise à rude épreuve. Le 11 août 2025, le président azerbaïdjanais Ilham Aliyev a autorisé l’envoi de 2 millions de dollars d’aide humanitaire à l’Ukraine, principalement sous forme de matériel électrique destiné à soutenir la reconstruction du réseau énergétique ukrainien, lourdement endommagé par les bombardements russes.
