En Haïti, où la corruption ne cesse de grignoter les institutions publiques, chaque rapport publié par l’Unité de Lutte Contre la Corruption (ULCC) est attendu comme un acte de vérité. Pourtant, la dernière livraison de sept rapports transmis à la justice le 26 septembre par le directeur général Jacques Hans Ludwig Joseph fait naître plus de questions que de réponses – notamment en ce qui concerne deux figures clés du Fonds National de l’Éducation (FNE) : Jean Ronald Joseph et Sterline Civil.
À l’appel du Réseau Haïtien des Journalistes Anti-Corruption (RHAJAC), plusieurs voix de la société civile haïtienne montent au créneau. Leur message est clair : l’absence de ces deux dossiers – pourtant documentés et dénoncés publiquement – nourrit un climat de suspicion et renforce le sentiment d’impunité.
Des faits déjà exposés, mais ignorés
La gestion du FNE, bras financier de l’État pour soutenir l’éducation publique en Haïti, a été marquée ces dernières années par de nombreuses zones d’ombre.
Jean Ronald Joseph, qui a dirigé le FNE de 2021 à début 2025, fait l’objet de dénonciations précises : un salaire mensuel de 650 000 gourdes, jugé disproportionné pour une fonction publique ; des dépenses internes sans justification crédible ; et surtout, la saisie d’archives et de téléphones professionnels lors d’une descente musclée de l’ULCC, le 4 juin 2024. Autant d’éléments qui laissaient présager l’ouverture d’une enquête sérieuse.
En février 2025, sa remplaçante, Sterline Civil, promet audits et redressement. Mais elle-même est rapidement éclaboussée par des accusations émanant de structures sociales, notamment le Réseau des Organisations Sociales pour la Protection des Opportunités (ROSPO), dirigé par Esaïe Beauchard. Selon ces dénonciations, la nouvelle directrice aurait maintenu un système opaque de restitutions de subventions fictives, de projets inexistants, et de financements alloués à des médias complaisants en échange de rétrocommissions.
Des plaintes déposées, des dossiers disparus
Contrairement à ce que l’on pourrait croire, ces affaires ne dorment pas dans des tiroirs : elles ont fait l’objet de plaintes formelles. L’avocat Me Caleb Jean-Baptiste a saisi la justice contre Jean Ronald Joseph. Des dénonciations détaillées ont été transmises à l’ULCC concernant Sterline Civil. Et pourtant, ni l’un ni l’autre ne figurent dans les rapports rendus publics ce 26 septembre.
Pourquoi ces cas, portés à la connaissance de l’ULCC depuis plusieurs mois, sont-ils aujourd’hui absents ? Pourquoi d’autres dossiers progressent, tandis que ceux liés au FNE stagnent ? Le silence de l’ULCC inquiète – d’autant plus qu’elle jouit encore d’une certaine crédibilité au sein de la population.
Le devoir de rendre des comptes
Le RHAJAC, par la voix de son secrétaire général Djovany Michel, ne remet pas en cause la légitimité ni le travail global de l’ULCC. Il salue même les efforts réalisés dans d’autres affaires. Mais il alerte sur une dérive potentielle : une justice à deux vitesses, où certains noms seraient protégés au détriment de l’intérêt général.
« Quand il s’agit du Fonds National de l’Éducation, il ne s’agit pas seulement d’un détournement d’argent : il s’agit d’enfants privés d’écoles, d’enseignants non payés, de matériel éducatif jamais livré », rappelle la note du réseau.
Et de poser cette question simple, mais fondamentale : quelles institutions protègent vraiment l’avenir des plus vulnérables en Haïti ?
Un appel solennel à la transparence
Face à ce flou préoccupant, le Réseau exige trois mesures urgentes et concrètes :
- La publication immédiate des rapports d’enquête relatifs à Jean Ronald Joseph et Sterline Civil, dans un souci de transparence et de vérité.
- La transmission formelle de ces dossiers à la justice, afin qu’une instruction impartiale puisse démarrer.
- Un engagement clair de l’ULCC contre toute tentative d’influence politique ou de sélection arbitraire des cas traités.
Un test pour l’ULCC, un enjeu pour Haïti
La lutte contre la corruption ne peut pas être une opération de communication, ni un instrument de règlement de comptes politiques. Elle doit être cohérente, courageuse et inclusive. Chaque dossier écarté affaiblit la confiance du peuple. Chaque silence alimente la résignation.
En omettant de traiter deux cas aussi emblématiques que ceux de Joseph et Civil, l’ULCC prend le risque de miner sa propre légitimité. Mais elle a encore le choix : celui de prouver qu’elle n’a pas peur de déranger les puissants, et qu’en Haïti, la vérité ne s’achète pas.
