Dans son message, Djovany Michel estime que la responsabilité de cette décision revient directement au directeur général du Ministère de l’Intérieur et des Collectivités Territoriales, Pierre Canisius Guignard.
Selon le journaliste, une décision urgente doit être prise sans délai afin d’éviter un blocage administratif prolongé qui pourrait affecter la délivrance des passeports et d’autres services essentiels liés à l’immigration.
